Jacques Babot, European Commission, Brussels, Belgium

Principal Administrator, since 1990 at the European Commission, M. Babot is now responsible for Collaborative networks (Technology for the co-operative work) and international activities in the unit New working environment in the context of the research and development programme (IST Information society and technology initiated by the European Union).
Previously at France telecom as senior Telecommunication Engineer (International affairs). During 10 year M. Babot was responsible of a Unit in charge of transfer of know how in exploitation and maintenance of telecom complex equipment's for developing and emerging countries. Education: University "Pierre et Marie Curie" from Paris Master of Physics, Telecom Engineer diploma from the "Institut National des Telecommunications" from, Paris.

Dr. Nicolas Balacheff, Centre National de la Recherche Scientifique, Grenoble, France

Nicolas Balacheff is Directeur de Recherche (senior scientist) at CNRS, the French Centre National de la Recherche Scientifique. He also serves as Director of the Leibniz Laboratory in Grenoble, France, a multidisciplinary laboratory in computer science and discrete mathematics, with 100 researchers.
In addition, he is Co-Director of the Rhône-Alpes Chapter of Cognitive Science, Chair of the CNRS network on educational technology, and scientific manager of Kaleidoscope, the European Network of Excellence on technology-enhanced learning.

Dr. Rahel Bekele, Addis Ababa University, Ethiopia

• Ph.D. in Computer Science from University of Hamburg, 2005;
• M.Sc.I.S. Master of Science in Information Science, from Addis Ababa University, 1992.
• B.Sc. in Statistics from Addis Ababa University, Addis Ababa, Ethiopia, 1988.

Rahel is Head of the Department of Information Science, Faculty of Informatics, at the Addis Ababa University.
She has worked as a consultant for International Labour Organization, Progynist, Ethiopia, UNECA, CERTWID, Women’s affairs office and the African Virtual University in the areas of social dialogue, gender and e-learning systems.

Prof. Joern Braa, University of Oslo, Norway¶

Assistant Professor Jorn Braa is the project manager of the BEANISH project and coordinator of the international HISP network, which includes universities and health authorities in South Africa, Mozambique, Tanzania, Ethiopia, India and Vietnam.
He is also coordinating an integrated Masters programme in Informatics and Public Health, which is running in South Africa, Mozambique, Malawi, Tanzania and Norway, as well as a joint South Africa - Norwegian research project on developing methodologies for strenghtening the use of ICTs in the South African health system. He is co-chair if the WITFOR health commission and has published in a number of international journals and conferences.

Mogotsa Moses Kewagamang, Ministry of Education, Gaborone, Botswana

Mogotsa Moses Kewagamang is Director of Vocational Education and Training. He is responsible for preparing policy proposals and implementing national technical and vocational education and training policy. He ensures the proper coordination of such policies through duly constituted representative committees councils and boards.

Chris Morris, Meraka Institute, Pretoria, South Africa

Chris is an ICT for Development specialist at the Meraka Institute, African Advanced Institute for ICTs, CSIR.
He has a degree in Civil Engineering, a Masters degreee in Business Leadership and is a registered Professional Engineer. He has been actively involved in the planning and implementation of major Information Communication Technology projects (ICT) for development for the past 8 years.
Significant projects include a rural telehealth project in the Eastern Cape co-funded by the South African government and the World Bank , and the Canadian IDRC funded Sub-Saharan African connectivity project entitled First Mile First Inch..
A key responsibility in his position is to develop a network of research partners throughout the region and this involves regular travel and participation in ICT events and delivering papers at conferences.
Chris is the South African co-ordinator for the European Union FP6 funded project entitled IST – Africa. This project researches e-Adoption activities in South Africa, Mozambique and Tanzania and seeks to develop training modules in eLearning, eGovernment and eHealth.
Chris is a member of the Eastern Cape Telemedicine Steering Committee and the Government Communications Information Systems steering committee.
